A CalWORKs Welfare-To-Work participant who appears unable to fully participate in their assigned activity, or who exhibits behavioral problems limiting their ability to participate, may have a learning or developmental disability. A Case Manager can use a screening tool with the participant, and if a potential disability is determined a referral to a professional Learning Disability Evaluation service is offered to the participant. This process is voluntary so the participant has the option of declining the screening and/or evaluation with no Welfare-To-Work penalties.
