In 2007, California Welfare Directors Association sponsored a legislation called Resource Family Approval Process which later was expanded through Senate Bill 1013 (Chapter 35, Statutes of 2012). The statute requires the California Department of Social Services (CDSS), in collaboration with county child welfare, juvenile and probation agencies; foster parent associations and other interested community parties to eliminate duplication of processes, coordinate approval standards, and provide a comprehensive assessment of all families.
