Mental Health and Substance Abuse may be barriers that prevent a CalWORKs participant from successfully moving to self-sufficiency. Mental health and substance abuse services are provided to CalWORKs clients in order to remove barriers to employment or facilitate participation in a Welfare-To-Work activity. Cooperating in a treatment plan for resolution of these barriers can be counted towards the mandated hours of participation in a Welfare-To-Work Plan.
