Cash Assistance for Immigrants

CAPI

Cash Assistance Program for Immigrants (CAPI) provides cash to certain aged, blind, and disabled legal non-citizens ineligible to Supplemental Security Income/State Supplemental Payment (SSI/SSP) due to their immigration status. CAPI participants may also be eligible for Medi-Cal, In-Home Supportive Services (IHSS), and/or Food Stamp benefits. If you are interested in receiving these benefits, a separate application must be made for each program.

Benefits

CAPI payment amounts vary depending on a person's marital status, living arrangements and other income. CAPI payment standards are equivalent to the amount of SSI/SSSP payment standards. Current information regarding SSI/SSP payment standards in California and SSI/SSP eligibility information can be obtained by calling the Social Security Administration at 1-800-772-1213 or by contacting your local Social Security Administration office.

Filing An Application

Orange County accepts and forwards CAPI applications to Sacramento County for processing. Orange County residents may file an application for CAPI benefits at any of SSA's Assistance Program office locations or by applying during business hours at 1-800-281-9799.

SSIAP

Individuals receiving CAPI benefits are required to apply for SSI benefits if potentially eligible. The Supplemental Security Income Advocacy Program (SSIAP) provides CAPI recipients with assistance during the SSI application process.

The SSI Advocate is available to assist you with filing the initial SSI application through the appeal process, should your application be denied. Although the advocate cannot actually represent you at the hearings, they can assist you with the completion of forms, obtaining documentation if needed, and scheduling appointments.
