Medical Services Initiative (MSI)

The Medical Services Initiative (MSI) is Orange County’s safety-net program for low-income adults providing primary, preventive, and emergent medical services through a public-private partnership between the Orange County Health Care Agency and community health care providers.

Eligibility for MSI

You may be eligible for MSI benefits if you:

  • Are a legal permanent resident or citizen of the United States
  • Are an Orange County resident
  • Are between the ages of 21 and 64
  • Meet current Federal Poverty Guidelines for income (200% or less).
  • Cannot pay for the medical care you need
  • Complete an MSI application
  • Are not eligible to Medi-Cal

An Urgent or Emergent condition is no longer needed to apply (space may be limited to a certain number of patients). Please call the Social Services MSI Eligibility Information Line at 866-979-6772 if you have any questions about the qualifications listed above.

Application Process

Applications are taken at a hospital or community clinic with an MSI representative. To apply for MSI coverage you must:

  • Make an appointment to complete an application,
  • Provide proof of Orange County residency (such as a drivers license, car registration, credit card bill, or utility bill),
  • Sign a Credit Authorization release form,
  • Provide proof of income,
  • Provide proof of age,
  • Provide proof of citizenship and identity. This only needs to be provided once.
